Last year, Section 13.4 of the Illinois Pesticide Act was passed into law, which provides increased requirements for making barrier mosquitocide applications to residential properties. Barrier mosquitocides treatments are applied with the purpose of leaving a residual coating on both natural and manmade surfaces. The new requirements include:
Commercial Applicators are not allowed to make this type of application between October 16th and April 14th.
No Commercial Applicator shall apply barrier mosquitocides when wind speeds are greater than or equal to 10 mph (which is required by the label).
Commercial Applicators must place a lawn marker immediately following these applications at the usual point or points of entry for residential properties.
Homeowners whose property abuts or is adjacent to the property of a customer of a commercial applicator, may request prior notification of residential applications.
Residential automatic pesticide misting system are prohibited from use and installation.
No Commercial Applicator is allowed to make a barrier mosquitocide application to a residence without completing the barrier mosquitocide training program approved by the Department of Agriculture.
Online training should be available soon and is being provided by the University of Illinois Pesticide Safety Education Program (PSEP). However, there is also the option of in-person training that will qualify as compliance for the current training requirements. These sessions are limited because there are only a small number of training venues offered at pesticide applicator workshops.

NPMA Efforts and Next Steps as the EPA’s Rodenticides PIDs Comments Close
Over the past few months, NPMA staff have been thoroughly reviewing the Proposed Interim Decisions (PIDs) on Rodenticides from the U.S. EPA that were released in November of 2022. We have provided a comprehensive analysis to our membership, and we have formulated and submitted comments that highlight the impacts that the PIDs would have on our industry. In December, NPMA staff requested an extension to the public comment period; however, our request was eventually denied by the Agency. In the few short months we had, NPMA created a process for our members to submit comments within the 75-day comment period. NPMA distributed resources for state associations to submit public comments that emphasize the unique impacts the PIDs will have on member companies in their respective states, including a set of industry talking points and a template for state associations to structure their comments. NPMA also offered our support in drafting and submitting comments to any of the state associations. Comments were due on February 13th, and NPMA would like to thank everyone who weighed in during the public comment period!
