Pesticide Applicator’s Act Sunset Hearing and Other Legislative News
CPCA has had a busy and productive month of February representing your interests at the Colorado legislature. CPCA SPAR Ryan Riley and CPCA President Brian Daugherty (both with Saela) testified and answered questions in front of the Senate Agriculture and Natural Resources Committee during a hearing on the Pesticide Applicators Act (PAA). The Committee recommended the full Senate reenact the PAA with two members (Senator Roberts and Senator Priola) signing on to sponsor the bill.

The Committee also decided to NOT adopt any additional recommendations made by the state Department of Regulatory Agencies (DORA) that would expand regulations already in place for alerting and notifying pesticide sensitive persons. The sunset report is available here.
Colorado’s sunset review process requires legislators to evaluate regulatory programs and determine the least restrictive regulation consistent with the public interest on a recurring basis. CPCA is coordinating closely with the National Pest Management Public Policy team to represent your interests as the PAA proceeds on its legislature journey.
The hearing on the PAA also illuminated a growing rumble for the potential rollback of statewide preemption this legislative session. Advocates for and against statewide preemption testified about the implications of maintaining statewide preemption for pesticides for the agricultural and pest management industries. At the time of writing there is no legislation to rollback statewide preemption, but the sentiment remains on the minds of many Colorado activists. The Colorado Legislature adjourns May 6th.
Pesticide Applicators Day!
CPCA also joined a coalition of Colorado pesticide applicators in an all-day advocacy day at the Capitol on February 22. Here, CPCA took part in an advocacy 101 session before representing our industry by meeting with Representatives and Senators in their offices and over lunch. These introductory meetings are vital to building strong relationships in both chambers and cementing CPCA as the subject matter expert when legislators engage with legislation affecting pest management.

NPMA Efforts and Next Steps as the EPA’s Rodenticides PIDs Comments Close
Over the past few months, NPMA staff have been thoroughly reviewing the Proposed Interim Decisions (PIDs) on Rodenticides from the U.S. EPA that were released in November of 2022. We have provided a comprehensive analysis to our membership, and we have formulated and submitted comments that highlight the impacts that the PIDs would have on our industry. In December, NPMA staff requested an extension to the public comment period; however, our request was eventually denied by the Agency. In the few short months we had, NPMA created a process for our members to submit comments within the 75-day comment period. NPMA distributed resources for state associations to submit public comments that emphasize the unique impacts the PIDs will have on member companies in their respective states, including a set of industry talking points and a template for state associations to structure their comments. NPMA also offered our support in drafting and submitting comments to any of the state associations. Comments were due on February 13th, and NPMA would like to thank everyone who weighed in during the public comment period!
Pi Chi Omega Scholarship Program Now Accepting Applications
Pi Chi Omega, the national fraternity for pest control professionals, is looking for qualified applicants for our 6 scholarships! We have been awarding scholarships to undergraduate and graduate students pursuing degrees in urban and industrial pest management since 1976. To date, more than $240,000 in scholarship support has been provided to more than 140 students. Many of the students that have enjoyed Pi Chi Omega scholarships have become Industry icons, like Bobby Corrigan, who was the very first recipient.
The purpose of the scholarships is to bring young scientifically focused people into our Industry, and it has worked! The impact of the students supported by Pi chi Omega over these 46 years has flooded our Industry with knowledge and passion that have made a lasting impact on how our Industry addresses the challenges of pest management.
