Last month, during NPMA’s Legislative Day Conference, the NPMA Board of Directors voted unanimously to transition NPMA’s Association Management Services Department out of the day-to-day operations of association partners to move focus towards expanding member services for all 36-Joint State Associations over the course of the next three years. The Board tasked NPMA staff with creating a transition plan to be presented in June to both NPMA and association leadership. This will have no effect on your membership status in either NPMA or your association. NPMA looks forward to sharing more information in the coming months on this exciting change and wants to assure all members that this will be a slow and thoughtful process without interruption to your membership experience.

Deadline Extended: CPCA Bob Hand Scholarship

All CPCA members and their families pursuing a degree program at a 4-year, 2-year or vocational college, or an advanced certification (ex: A.C.E., B.C.E., etc.) may apply for up to $1,000*.

Legislative Update: Pesticide Applicator’s Act and More
CPCA members, including Ryan Riley, Brian Daugherty, and Allen Stelwagon (pictured) have testified multiple times in front of the Colorado legislature helping shepherd the Pesticide Applicator’s Act (PAA) through the renewal process. SB 23-192 passed out of Senate 32-2-1 without any amendments that would change the pesticide sensitivity registry or rolled back statewide pesticide preemption. It now awaits a hearing in the House Appropriations committee after passing unanimously out of the House Agriculture committee.
Additionally, a new bill arrived in April aiming to limit the use of neonicotinoids in the state. SB23-266, filed by one of the PAA Senate co-authors, Senator Priola, classifies neonics as “limited-use” pesticides in the state. CPCA quickly mobilized in opposition to this bill and began to work with the sponsor to amend it. Several rounds of conversations led to changes that removed “use” restrictions listed in the bill, removed a legislative declaration that contained misleading information about the effects of neonicotinoids, and added structural insulation to the list of exempted uses. It has now passed out of the Senate with a vote of 27-8.
Lastly, on the preemption front, CPCA and other industry groups fought off an attempt to sneak pesticide preemption into a bill. HB 1161, which regards environmental efficacy standards of products, had an amendment attached to it in the Senate Transportation committee that would have allowed localities to regulate pesticides in the state. CPCA garnered support from Senate Democrats to strip that amendment from HB 1161, and the authors have announced that they will no longer seek to include preemption language in their bill.
The Colorado Legislature adjourns on May 6th , and CPCA will be continuing to vigilante represent you through the end of the session and beyond.
